SQBA MISSION STATEMENT

Strong Quality Basketball Association, Inc. is a non-profit organization of people with the common interest of bringing youth together in a positive environment to learn and experience competitive organized basketball. Through supervised and structured activities, we provide our players the opportunity to learn teamwork, and leadership which enables them to become responsible students, citizens, and community role models. SQBA emphasizes the importance of education, family, community outreach and encourages excellence in all endeavors.

Program Goals

  • For participants to better themselves in their school, community, and in basketball.

  • For participants to improve communication and leadership skills.

  • For participants to play basketball in a positive environment.

  • For participants to build his/her confidence and self-esteem.

  • For participants to learn the spirit of sportsmanship, and teamwork.

  • For participants to be involved in and understand importance of community outreach.

  • To provide participants with a program that is little cost to them and their families.

Frankie Lewis

Director/Coach

Frankie has had the vision of giving youth an outlet to deter from illegal activities and habits. Also to foster a positive environment through sports. Frankie has also organized community outreach programming to include financial literacy, drives for the homeless and community days featuring community vendors in conjunction with local churches. He currently coaches Girls Basketball for Madison County High School after serving many years as a Boys coach at the Woodberry Forest School.

Volunteer Coach

Kevin is a former SQBA athlete and Orange County High School graduate with a clear vision: to develop great young men both on and off the court. His goals go beyond winning games—he is committed to helping each player reach their personal aspirations in the game of basketball while also preparing them for success in life. By focusing on discipline, teamwork, and leadership, Coach Hill strives to create an environment where athletes can grow in confidence and character. He believes that basketball is more than a sport—it’s a tool to teach life lessons, build resilience, and inspire young men to be the best version of themselves. His passion for basketball, combined with his commitment to mentorship, makes him a strong role model and a driving force for the players he leads.

Larry Kilby

Volunteer Coach

Larry is a graduate of Madison County High School and Shepherd University where he played basketball. He has coached travel basketball and softball. He is currently the Head Coach for Eastern View High School Cross Country & Track. Larry co-owns D&K Barbershop and created the My Vision Mentor and Travel Track programs. Coach Kilby takes pride in making a difference in the lives of young people.

Stacey Smith

Treasurer

Stacey is a passionate educator, mentor, and community advocate with over a decade of hands-on experience working with youth. For the past 8 years, she has coached volleyball, using the sport as a tool to teach discipline, leadership, and teamwork. Her dedication extends beyond athletics — Stacey has spent 2 years in the classroom as an elementary school teacher and has served as a foster parent for 7 years, providing stability and care to children in need. Through her work both on and off the court, Stacey has made a meaningful impact in her community. She is deeply committed to creating safe, supportive spaces where young people can grow, thrive, and reach their full potential.

Dominic Strother

Vice-Chairman

Dominic is a former SQBA player and highly accomplished Senior Landman with 18 years of progressive experience in the oil and gas industry across 12 states. His expertise includes land acquisition, due diligence, lease negotiation, and title curative work for complex leaseholds. He is adept at fostering strong relationships with mineral owners, industry partners, and regulatory bodies. Strother is skilled in managing large-scale projects, mitigating risks, and optimizing land positions to support strategic corporate objectives. His professional experience includes serving as a Senior Abstractor for Steptoe & Johnson, PLLC, where he prepared detailed title summary reports and mentored a team of five abstractors. As the Owner/Operator of DK&K Energy LLC since May 2014, he successfully drilled and brought an oil well into production in the Bartlesville Sands. He also managed regulatory compliance with the Bureau of Indian Affairs (BIA), Environmental Protection Agency (EPA), and the Osage Agency. He holds a Bachelor of Science in Psychology from Liberty University, where he was a Division I football athlete. Strother is also a member of the American Association of Professional Landmen (AAPL).

Kimberly Sheffield

Community Engagement

Kimberly has dedicated her life to community service, empowerment, and advancing equity for underserved populations. A proud native of Orange County, Virginia, Kimberly has built a career defined by her deep commitment to bridging gaps and creating meaningful access to essential resources. With more than a decade of experience in the insurance industry, she focused on life and health insurance, specializing in educating low-income families—especially within Black and Brown communities—on financial literacy, security, and asset protection. Kimberly is the Founder of Kenly’s Mission Outreach Ministry, a community initiative named after her daughter that supports families in crisis and transition. She also serves as the newly elected Commissioner of the Madison County Youth Cheer (MCYC) Program, where she empowers youth through leadership, confidence-building, and teamwork. As a member of the Jefferson School Foundation Task Force, she plays an active role in sustaining the legacy and future of the historic Jefferson School. In her role as Director of Community Engagement for the Jefferson School Foundation, Kimberly leads efforts to cultivate strong partnerships, support nonprofit tenants, and implement initiatives that serve the broader Charlottesville community.

Gavin Jackson

Gavin is a former SQBA athlete and is a 1999 graduate of Orange County High School. Gavin lettered in football, basketball, and track. He earned a B.S. in Mechanical Engineering from the University of Virginia in 2003 and an M.S. in Engineering Management from George Washington University in 2010. He is currently a Senior Principal Systems Engineer at G2 Ops, leading multiple technical teams that provide critical support to the Department of Defense.

Richard Johnson, Jr.

Richard is a renown DJ and currently is a Real Estate Agent for Pearson Smith Realty located in Ashburn, VA. His customers range from Northern to Central Virginia. Richard takes pride in serving and helping others.

Charles Lewis

Charles is a former SQBA player that has founded multiple organizations and holds key roles, including serving with the Black Professionals Network of Charlottesville. He produces and co-hosts the community-based talk show In My Humble Opinion, and is co-owner of Out of Sight Events, a local event company. Charles works as a Senior Unified Communications Engineer at UVA Health, and is a trusted community leader, and proud family man.

Luke Neeley

Luke is a former player with SQBA and a graduate of Woodberry Forest School (’15), where he earned All-Prep League honors during the 2014–15 season. He went on to play at Randolph-Macon College, helping lead the Yellow Jackets to the NCAA Sweet 16 his senior year while leading the ODAC in three-pointers made, three-point percentage, and earning All-Tournament Team honors at the 2019 ODAC Tournament. Today, Luke works as an Application Developer for TForce Freight and continues to give back to the program as a board member and volunteer, supporting the organization’s mission and maintaining its website. A native of Orange County, Virginia, he is dedicated to helping young athletes grow both on and off the court.
